Public money must be spent responsibly, but cost savings should never come at the expense of good thinking. Otherwise, the end result may prove more expensive for the city in the long run, writes Janar Muttik, Member of the Management Board at Everaus Kinnisvara.
The Mayor of Tallinn’s proposal to make greater use of standardised designs in municipal construction projects is understandable. Local governments have a responsibility to find ways to build faster, more efficiently and with greater accountability to taxpayers.
Schools, kindergartens, sports facilities, community centres and public spaces should not become endless experiments where every project starts from scratch and every new building creates additional budget risks.
